Position Description
Under the general supervision of the Director of Marketing & Communications, the Community Outreach Coordinator implements the Authority’s Marketing Plan related to promoting strong public relations within the community including partnerships with area businesses, senior centers, colleges, public schools, etc., in a manner that promotes the Authority’s services while ensuring public awareness of its accomplishments and contributions to the region.
Marketing Plan objectives includes the promotion of awareness, education, perception, ridership and support for the Authority’s services.
Travel within the service area is required. Outreach activities may require participation on weekends and evenings at community events.
Examples of Duties/Functions:
25% - Promote Current and New Services
- Promote community relations: Attend relevant functions such as business expos and chamber events to promote LAVTA’s activities and services; Organize public events to promote the Authority and its services; Participate in community events, fairs, festivals, parades, etc., to disseminate service information and promote community support; May provide event photography; Assist and work with various community organizations and stakeholders, including the Tri-Valley Chambers of Commerce, Tri-Valley Convention & Visitors Bureau, Livermore and Pleasanton Downtown Association, to coordinate joint marketing and public information effort.
25% - Promote “New Rider” Programs and Initiatives
- Promote New Rider Programs: Implement marketing plan related promotional activities to increase bus pass and ticket sales, including programs specific to first time riders, youth, seniors and businesses;
- Promote Bus Rapid Transit Project (Rapid) and increase awareness of its benefits to Tri-Valley Commuters.
- Promote Employer Outreach Programs; Promote an awareness and understanding of the Authority’s programs and act as a resource for employers and their employees; Plan, organize, and conduct Commuter Fairs at employer work sites; Maintain contact with Commuter Club members and provide support to increase participation in the employer-provided benefit; Work with local Chambers of Commerce and city Economic Development staff to develop lead information.
- School Outreach: Make presentation to students and teachers to promote the Authority’s services and programs;
- Make presentations to teachers to promote the Wheels Class Pass Program;
- Oversee Welcome to the Neighborhood Program: Plan, organize and implement outreach efforts to new residents via the Welcome Wagon program and Welcome Neighbor, a program directed to new apartment dwellers in the Tri-Valley.
15% - Marketing Support
- Maintain orderly, comprehensive documentation of contact lists used for project specific mailings;
- Purchase Materials and Supplies for Community Outreach Activities: Research, obtain cost estimates and initiate purchase orders for merchandise used in conjunction with outreach activities.
10% - Promote Local and Regional Partnerships
- Represents the Authority at various meetings and participate on committees sponsored by the local Chambers of Commerce and the Spare the Air Program, a program sponsored by the Bay Area Air Quality Management District.
10% - Distribution of Public Information
- Distribution of Public Information: Ensure the ongoing availability of service information through publication displays located at the Authority’s transit center, public libraries, major employers, school, city and county government offices and ticket/vendor locations; Service information includes, but is not limited to the Wheels Transit Guide, Rider Alerts, posters, flyers, newsletters, banners, etc.
- Development of Public Information: Assist in the development of the Authority’s internal/external communications, including proofreading and editing written materials for publication.
5% - Promote Bus Pass and Ticket Sales
- Promote Vendor Relations: Develop contacts with outside community institutions, businesses and agencies to establish partnerships in the Wheels Bus Pass and Ticket Sales Program; maintain contact with vendors and provide support as needed;
- Oversee the handling of Bus Transfers: Prepare and maintain the annual calendar used by Contractor staff to ensure proper rotation of bus transfers inventory; may place orders for additional inventory of bus transfers.
5% Promote Public Relations Programs
- Collaborate with Director of Marketing & Communications to implement LAVTA’s Annual Holiday Food Drive, Try Transit to School, Spare the Air Campaign and Staff Appreciation Events.

- Operate a personal computer with common software applications, for example, MS Word, spreadsheet, database, etc.
- Establish and maintain cooperative working relationships with those contacted in the course of work.
- Participate on weekends and evenings at community events.
- In absence of the Director of Marketing and Communications, perform all duties as necessary.
Knowledge/Experience of:
- Principles, techniques and methods of effective public communications, public relations, news media communications and community outreach; utilize standard English used i.e., spelling, grammar and punctuation.
- Bilingual (English/Spanish) is desirable.
- Experience in a transit organization and/or public agency is desirable.
Organizational Relationships
The position of Community Outreach Coordinator reports directly to the Director of Marketing & Communications.
