LIVERMORE AMADOR VALLEY TRANSIT AUTHORITY
NOTICE OF PUBLIC HEARING
Bus riders, community representatives, and the general public are invited to participate in a public hearing to be held on Monday, June 5, 2006 at 4 PM at the Wheels Administrative Offices, 1362 Rutan Court, Suite 100, Livermore, regarding proposed new service, route changes and fare increases to Wheels bus and Dial-A-Ride service, effective August 26, 2006.
Proposed New Service
- Hacienda Business Park/Dublin-Pleasanton BART Station Shuttle:
Dedicated shuttle service between BART and Hacienda Business Park in Pleasanton, providing 15-minute frequency service during AM and PM commute hours, along Willow Road, Hacienda Drive, and Stoneridge Drive within the business park.
- Dublin Koll Center Park & Ride/Dublin-Pleasanton BART Station Shuttle:
A new trial parking shuttle service between BART and Dublin Koll Center park-and-ride lot near Dublin Blvd. and Tassajara Road, running every 15 minutes during AM and PM commute hours, to facilitate overflow parking for BART.
Routes with Proposed Changes
- Route 3V:
Additional PM trip from BART and Wells Middle School to Shannon Park, departing Wells at 4:10 PM. Service to Amador Lakes would be more consistent. The current 9:00 AM - 5:00 PM Saturday schedule would be modified to begin earlier in the morning and end later in the evening, with a pause in service during midday.
- Routes 7 and 8:
Route 7 would be discontinued as a separate service and merged into the Route 8 schedule, for more frequent service to Vintage Hills and Bernal Business Park.
- Route 12:
Service to Las Positas College would be more frequent, with departures to/from both the Livermore Transit Center and BART station every 30 minutes. The 12V route pattern, which bypasses the College, would discontinue. Additional adjustments would be made to improve on-time performance of the route during rush hours.
- Route 18: Select trips extended to Ravenswood Park area in south Livermore to facilitate better options for students attending Granada High School and Mendenhall Middle School. Additional schedule adjustments would be made to improve on-time performance of the route during rush hours. Saturday service would be restored, with four trips each in the AM and PM.
- Route 20: Service extended to Greenville Rd. in Livermore. This would traverse the entire length of Las Positas Road between Greenville and Vasco instead of its current loop via Preston Avenue, and would not delay passengers going to/from Lawrence Livermore Labs. Mines Rd. service would be extended north to the Knott Park area.
- Route 54: Contingent upon startup of a fourth AM and PM train by the Altamont Commuter Express (ACE), the route 54 schedule would be expanded to accommodate connections to/from the Pleasanton ACE station.
- Route 70X: A fourth roundtrip provided for AM and PM commute. The new AM trip would depart Walnut Creek BART southbound at 7:40 AM; the new PM trip would depart Dublin BART northbound at 4:59 PM.
- Route 602: This Pleasanton school tripper route would be extended to Parkside Drive, to better serve this neighborhood and Foothill High School, to be consistent with current route 609 service to Hart Middle School.
Proposed Fare Increases
In order to be able to continue improving services in the Tri-Valley despite rising costs in fuel, Wheels is proposing fare increases along with the new fall 2006 schedules.
Proposed Fixed Route Fare Increases:
- Cash Fare: Increase from $1.25 to $1.75. Transfers continue to be free, provide full stop-and-shop privileges.
- Monthly Pass: Increase from $37.50 to $53.00.
- Discount Tickets: Increase from $8.50 to $14.00 for 10 ($0.85 to $1.40 each).
- Route 70X: Increase from $1.50 to $1.75, eliminate Prime Time $60.00 monthly pass. County Connection transfers, Senior/Disabled cash fare/monthly pass accepted.
- BART Transfer Ticket: Increase from $0.60 to $0.85.
- Senior/Disabled Cash Fare: Increase from $0.40 to $0.85.Senior/Disabled Monthly Pass increase from $8.00 to $26.50. ADA certified persons would continue to ride free on Wheels buses.
Proposed Dial-A-Ride Fare Increases:
- Phase I: Fare increase from $1.25 to $1.75 to begin August 26, 2006.
- Phase II: An interim increase to $2.50 after nine months (May 2007).
- Phase III: Full implementation of fare increase to $3.00 after an additional nine months (February 2008)
